Nothing is wrong with the package, but it doesn`t contain any "Intel VROC SATA and NVMe DRIVER v9.4.10038" as announced within the title of the related thread.

Ah, yes you are right, i don't think there is a 9.4.0.10038 driver, i think it's refering to the package version with the 9.4.0.10037 driver.
I seem to want to remember Intel has used this version scheme before.
