those kinds of INF files must be installed either thru DriverStore Explorer (with both the Add driver and "Install driver" options checked) or using the pnputil.exe tool with the -i (or -install) switch
 

Or right-click on the file and select Install.
However, it is weird, though I don't find a reference in the required inf-fies, the HDX_MsiExt_RTK.inf was updated in my system even I have no entry for that in the device manager itself.
