I have found a way to eject drives for now until its fixed in 25H2
i have setup a few batch files for common drive letters that i eject with RemoveDrive with the force flag
\Documents\Apps\Device Cleanup>RemoveDrive I: -l -f
RemoveDrive V3.4.6 (x64) - prepares drives for safe removal

Removing 'WD_BLACK SN740 256GB USB Device' (I:)

removal failed -> force
Flushing cache... OK
Dismounting volume... OK
Flushing cache... OK
Dismounting volume... OK
success by force (reactivation is possible)
