Added a check within discovery header flow to handle values of discovery headers are equal to 0xFFFFs. 

- Added 'CurrentControlSet' keyword instead of 'ControlSet001' within the 
'pmt_A_step_only_bugfix.reg'. Consumers SHOULD USE THIS REGISTRY
KEY ONLY ON MTL *A* STEP HARDWARE. 

- Added [DestinationDirs] registry key section with intcpmt.inf with the value 
DefaultDestDir = 13.This change was made as a part of the DCH Compliance 
requirement for all windows ingredient drivers.

- Modified the 'ServiceBinary' value within intcpmt.inf to '%13%\intcpmt.sys' 
This change was made as a part of the DCH Compliance requirement for all 
windows ingredient drivers.
