for Win11 only [AND using recent Realtek LAN adapter models] yes - no change.
but, on the other hand, the Sept. 2023 re-released Win11 driver packages did update the included rtots640x64sta.inf / rtots640x64.sys driver package (for very old Realtek network/LAN adapters) from 10.66 to 10.68 to match the Win10 v10.68 LAN driver from the Win10 driver package (also re-released 9/22/2023).

earlier Win11 LAN v11xx.015 driver package releases from late August 2023 had rtots640x64sta.inf / rtots640x64.sys driver v10.66 {I'm a little more thorough in checking this kind of stuff}

Funny story, I totally forgot to download the driver for myself, so I didn't compare as usual.
One more thing, the "rtots640x64.inf" adds support for the Realtek PCIe 5GbE Family Controller.
Note to myself, download the driver, not just post.
