Update to the Intel Innovation Platform Framework (IPF) within the DTT package on Windows 11, moving from version 2.3.20304.7 to version 2.3.20306.4 (DTT package version 9.1.10010.2297).

The download link is just for the old version 2.3.20304.7, there's no new version 2.3.20306.4
