My apology for not believing, but now I can confirm screen flickering on notebook with intel graphics (Pentium 3558U)..

Yes, this is issue with GT1 as I understand it. Intel refuse to acknowledge it and claim to seek OEM driver.

Issue seen with G3220 (more than one) GT1 (Intel HD)

no similar issue with i3-4000M (two systems) GT2 (HD4600)

no issue with i7-4790K (one system) GT2 (HD4600)

3558U is GT1 and affected. We need Intel to fix this going forward as the reason for release is security.

build 5063 worked fine. 5107 is borked.

They are suggesting I use a driver build 4240 from 2015 as that is my last OEM driver!

I thought it was my own problem until I found this forum. Nowhere within Intel has any discussion on it.
I am using a G1840 which is GT1 graphics. Things ran fine with driver 15.40.42.5603.
This driver is giving me problem exactly as described here. After installed, it held up the display with random pauses as if a high priority system tasks was running in background; and showing error messages saying some programs were restricted from accessing the graphics hardware.
~
Another system with HD4600 runs fine with this 5107.
~
I created this account just to acknowledge / second the issue that 5107 is broken on GT1's.
~
I feel that Intel would spent none or little efforts on the old & ousted GT1 hardware, the solution may be a long time coming if at all! GT1 users would have moved on to new systems sooner.
