That probably makes sense in Intel world, I have no idea. It's like when they release an updated driver with the same version number as the previous one.

Installed 100.9929 on my NUC11 and it complained about it being older, I installed it anyway and rebooted.

On reboot Windows chose to stick with 101.1191

The driver is only for a limited amount of Coffeelake CPU's and probably only for Dell computers according to the inf-file.
